The incident occurred on November 26 and authorities say the driver, whose name has not been released, had an expired license plate despite being from another country. Mayor Sheila Toney claimed that the sanctuary policy allowed the suspect to remain at large due to lack of cooperation from law enforcement. A grand jury is now set to review evidence in the case.
