Repeat Offender Behind Wheel Kills 23-Year-Old, Then Fleeing Scene in Hit-and-Run Crash

A 23-year-old woman was killed in a hit-and-run crash in Charlotte, allegedly caused by repeat offender Thomas Haynes, who was later arrested and charged with second-degree murder after striking her multiple times. Haynes had over 20 prior charges against him at the time of his arrest. The incident remains under investigation. Police believe Haynes may have fled the scene before reporting the accident.
